Workforce Housing Preservation & Below Market Rate Housing Programs
Hopkins Village- Provides for-sale, deed-restricted housing for the ‘missing middle’ in Martis Valley for the Tahoe Truckee workforce.
Placer County Workforce Preservation Program- Preserving existing housing inventory for the Tahoe Truckee Workforce by providing homebuyers up to 16% of a down payment in exchange for deed restriction. Learn More
Town of Truckee Home Access Program- Pays buyers, sellers, businesses, and developers to reserve homes for local workers in exchange for deed restriction. Learn More

New Tax Funding Resources for Housing
Tourism Business Improvement District (TBID)- The North Tahoe business community passed TBID, freeing up Placer County’s Transient Occupancy Tax (TOT) dollars to support workforce housing initiatives and ensuring locally generated funds are governed by local business. Learn More
Truckee Passes Measure K- Voters increased the town’s TOT tax from 10% to 12% ; projected to provide $700K annually and would go toward affordable housing, preparing for wildfires and other natural disasters, along with acquiring and permanently preserving natural open spaces. Learn More
First-Time Homebuyer & Down Payment Assistance Programs
Martis Fund Homebuyer Assistance Program- In partnership with the Martis Fund, Sierra Business Council administers the Martis Fund Homebuyer Assistance Program, which provides down payment assistance to help income-qualified working families in Placer County east of Donner Summit or in the Town of Truckee purchase homes. Nevada County HOME First-time Homebuyers’ Program- The HOME First-time Homebuyers’ (FTHB) Program provides low to moderate income residents who are first-time homebuyers the financial assistance needed to own a home in the unincorporated areas of Nevada County. Placer County First Time Homebuyer Assistance Program- This is a loan program that provides flexible second mortgages to help families with funds for the down payment to purchase their first home in the unincorporated areas of Placer County. Learn More (Currently funding is unavailable)
Town of Truckee CalHome Reuse Program- The Town of Truckee currently offers loan products for qualified applicants – the CalHome Loan Product for First-Time Home Buyers. Learn More

Lease to Locals is a partnership with Placemate (formerly Landing Locals) to unlock existing housing stock for the local workforce by offering a series of grant incentives to qualifying homeowners. Learn More

New Local Organizations Dedicated to Housing Solutions
Truckee Tahoe Workforce Housing Agency (TTWHA)- Formed in 2018, the TTWHA is a Joint Powers Authority that was formed to support the development of workforce housing for member agencies has expanded its mission to support housing programs and acquire, develop, or contract for workforce housing for general Tahoe Truckee workforce. Placemate (formerly Landing Locals)- Formed in 2018, Landing Locals connects vacation-home owners with trusted locals seeking seasonal and long-term housing in vacation towns. Learn More
Supportive Housing Services for Homelessness & Low-Income Needs
Project Homekey– Placer County acquires property in Kings Beach funded through a variety of grant programs including Homekey. The property owned and managed by AMI Housing will be converted into 13 units of permanent, long-term housing for people experiencing or at risk of experiencing homelessness. Learn More
North Tahoe-Truckee Homeless Services (NTTHS)- In response to the COVID-19 public health emergency, NTTHS opened a navigational day center and expands support services for homeless, under-sheltered, and all community members in need of support with basic needs. Learn More
Creative Financing Programs to Fund Housing Projects
Housing Solution Fund of the Tahoe Truckee Community Foundation- The Housing Solutions Fund of the Tahoe Truckee Community Foundation (TTCF) has deployed more than $2 million in gap financing for housing projects (Truckee Artist Lofts) and seed funding for housing programs (Placemate). The fund supports ongoing grants and impact investments that advance the goals of TTCF’s housing initiative. This work is aligned with the MHC. Learn More
